Job Description

JOB PURPOSE:

  • The CFO shall advise the CEO on financial matters including accounting, auditing, internal controls, budgeting, investments, financing strategy, and more.
  • The CFO shall assist the COO and divisional Directors to prepare their financial plans, strategic plans and forecasts.
  • The CFO shall be responsible for managing finance and accounting departments, setting up and managing internal controls and the internal audit department, preparing and monitoring budgets, financial reports, shareholder reports, tax and audit-related issues, and directing financial strategy, including pricing strategy and cost control, planning and monitoring performances throughout the clinics & business.
  • The CFO shall also manage the purchasing department, developing purchasing policies and procedures and implementing the procurement strategy.
  • The CFO shall oversee risk management, and asset & material management and play a key role to develop and manage an effective supply chain.

JOB DESCRIPTION:

Main responsibilities:

A. Strategy

  • As an advisor to the CEO and divisional Directors, oversee long-term budgetary planning and cost management and assess organizational performance against both annual budget and corporate long-term strategy.
  • Develop tools and systems to provide critical financial and operational information to Executives and make actionable recommendations on both strategy and operations.
  • Engage Executives about issues, trends and changes in the operating model.
  • Assist in establishing yearly objectives and in meeting targets and schedules.
  • Develop relevant policies and procedures to build operational standards and structures to transform strategy into effective and efficient actions.

B. Financial and Operational Management

  • Oversee all accounts, ledgers, and reporting systems, ensuring compliance with VAS and IFRS, regulatory requirements and internal policies. Coordinate team to perform efficient annual tax and accounting audits. Maintain internal control safeguards.
  • Lead budgeting and the implementation of the budget. Monitor progress and present financial metrics internally and externally. Ensure the effective allocation of capital resources to efficiently support the corporate strategy implementation. In charge of financial planning & forecasts.
  • Control expenses and analyze operational performance by department, clinic, etc. and by the project. Use activity-based costing to drive financial planning and management of clinical and non-clinical departments. Utilize information derived from management accounting and financial analyses to advise CEO and COO about operational and commercial decisions.
  • Manage cash flow. Develop a reliable cash flow projection process and reporting mechanism that includes a minimum cash flow threshold to meet operational needs. Optimize the handling of banking relationships and initiate appropriate strategies to enhance cash positions. Update the CEO on financial market conditions to identify financial risks and propose risk management tools.
  • Coordinate with the IT Director to procure and implement specialized finance IT systems that meet the needs of the company.
  • Ensure that purchasing functions throughout the clinic are carried out in line with sound and effective procedures that provide confidence in the integrity, high-quality goods and services at the best cost, internal and external responsiveness and communication. Lead the procurement process with a sound strategy to ensure the best economic values, stability, and low risks, and build a strong relationship with vendors.
  • Be the confidential advisor to the CEO for capital projects. The CFO shall transform business strategies into various financial models, demonstrate a long-term financial vision for the company and recommend the best capital options to the CEO and the Board of Directors.
  • To support the CEO in ensuring the development and execution of strategies to create incremental new shareholder value year over year.

C. Team Management.

  • Supervise Accounting, Finance, and Purchasing with 2 Managers/Supervisors and 10 staff, set up new departments and extend the teams according to the growth of the company. Manage work allocation, training, problem-solving, performance setting and evaluation, and the building of effective team dynamics.
  • Build larger, cross-divisional teams outside his/her department and within the entire clinic to communicate and implement the CarePlus financial and strategic goals.

Job Requirements

  • A minimum of a Bachelor of Science in Finance or Accounting with professional training; MBA is preferred; a CFA, CPA or ACCA would be a plus.
  • At least 10 years of broad finance experience with a joint-venture company, MNC company or a wholly foreign-owned company.
  • The ideal candidate has started his/her career in accounting, followed by experience in gathering and evaluating financial information and making actionable recommendations to senior leadership. She/he will have experience managing finance functions (accounting, budgeting, control, and reporting), M&A and purchasing and asset management within a diverse, division-based entity.
  • Creativity, with experience in retailing or service industry in ways that cover costs, capital expenditure, working capital, and generation of operating margins.
  • Strong analytical skills and experience in translating a strategic vision into an operational model.
  • Have successful experience in partnering with the IT team to manage critical financial management systems. Experience in implementing complex accounting & financial software is a plus.
  • Must be an effective communicator with impressive interpersonal and people management skills.
  • Demonstrate problem-solving, decision making & organization skills.
  • Collaborative and flexible style, with a strong customer service mentality.
  • Mature and proactive, with evidence of having worked as a true business consultant to CEOs.
  • Must be a hands-on leader with integrity and a desire to work in a dynamic environment.
  • Demonstrate a passion for CarePlus’s mission.
  • Fluent in English and Vietnamese.
  • Good PC skills – Excel, Word, Powerpoint and MS office suite. In addition, it is an asset if know accounting and other financial software.
